1.将农村生活垃圾治理工作内容扩展至市容市貌整治、污水治理、河道整治、畜禽养殖场和农业面源污染治理等，实现全面铺开，同步推进。年投入300余万元专项资金用于农村环境卫生保洁和农村垃圾处理，已建成垃圾中转站1座，配备垃圾压缩清运车2辆、钩臂式垃圾转运车6辆、垃圾中转箱200个，根据村庄、居民点特点优化布局，合理放置，方便居民投放。并为每个村组配备1-2名专职保洁员，全办3.4万人口共配备保洁员120余名，远远超过上级要求的2‰标准，配齐了保洁车和工具，建立健全了村庄卫生保洁长效机制。现全办农村日产生活垃圾收运处理率已超过90%。

一是加强队伍建设。以常住人口2‰的标准配齐配农村强保洁员队伍，对保洁员的服务范围实行网格化管理，目前在岗保洁员有111人，实现所有村组农村保洁全覆盖。同时对保洁员实行动态考评，完善监督考核制度，出台管理办法，通过资金调控措施，建立街道、村（社区）、群众三级监督评比体系，奖优罚劣。同时保障保洁员工资待遇，严格按季兑现，不得拖欠。二是建立长效机制。各村（社区）制订了村规民约、“门前三包”责任制、卫生评比制度、卫生管理公约等各项规章制度，现已基本建成了人员齐备、设施完善、经费有保障的农村生活垃圾治理长效管理机制，覆盖面达到100%。
四、下部工作计划
一是加强村庄规划管理。目前已与市城乡规划局进行了对接，出资30余万元由城乡规划局对西部4个行政村进行总体规划，通过逐村实地查看，重点对道路、排水、小游园等公共设施进行统一规划，待规划完成后逐步实施。
二是持续推进“厕所革命”。要加快户用厕所改造，加快农村公共厕所建设。目前全办非卫生户厕调查登记工作已全部完成，下一步将根据省、市相关部署，按照群众接受、经济适用、维护方便、不污染公共水体的要求，合理确定每户无害化卫生厕所的建设和改造模式。
三是梯次推进农村生活污水治理。根据农村不同区位条件、经济条件、村庄人口聚集程度、污水产生规模等因素，科学合理选择污水处理方式。积极开展农村水环境治理，将农村水环境治理纳入河长制、湖长制管理。
四是积极开展村容村貌整治提升。持续实施道路畅通行动、村庄绿化行动、村庄亮化行动、村庄美化行动和城乡环境卫生整洁行动，建设优美宜居的生产生活生态空间。以全省正在开展的“四美乡村”、“五美庭院”创建活动作为农村垃圾治理的有力抓手，以通、净、绿、亮、文综合整治提升为重点，整合各种资源、强化各项措施，推动村容村貌稳步提升、农村生产生活生态融合发展。
